Pay the best as baby sitters, $2 - $3 per hour per child. Seriously, the unions are too strong to get merit pay ideas accepted. Choice of schools and vouchers will dilute the power of unions and pay can be based on other criteria.

If we had a nation full of private competing schools, someone would.

No one has come up with an efficient system to do that, yet.
