I would not try to argue that. If that were so then every parent in China is unfit, and every parent in North Korea, and Cuba and, heck, you could say taking your kid to a dangerous place to live also makes you unfit. SO then you have the state deciding WHERE you can and cannot have children, or taking your children away if you decide to live in a certain place. Is that the direction you want to go?

Because then conceiving a child in a bad country would make you per se unfit. Perhaps they should all be forced to abort their children rather than have them in "oppressive societies"? Should the US be in the business of using force to compel parents to raise their children in certain places- because that is what you are advocating- further you are advocating the US take jurisdiction over the entire world. If we do that- you must realize other countries will wish to do the same. I hate the public policy outgrowths of your position.

If you allow the state to tell you WHERE you can and cannot raise your child I suspect they'll decide to make a lot of other judgments about your "fitness"- are you ready for that?
