haqihana, I think that we would have the tax/dole problems regardless of the legal status of drugs.
How much money does the Federal government sink into alcohol-related programs, either treatment or maintenance? I don't know, but that might be a good model.
I am not sure, but I wager that outlay is less than the Federal spend for interdicting either coke or smack, never mind both. Jmo all of this ... too lazy to go dig for facts. (And even if I found them, I'm too lazy to ascertain the bias of those facts.) <g>
