Increased confidence is the answer, but who knows what will bring about that change. Maybe the uncertainty of the FOMC meeting being behind us, maybe just time. Time heals all wounds, so maybe just an extended period of base building will restore confidence. Maybe a successful retest or two of the lows. A combination of all the above might be the best answer.
