The markets are highly regulated. Exchanges are in effect granted a government franchise. Thus, the government could require real time data for all just as it requires public interest programming from broadcasters. We deal with inaccurate data from all kinds of information providers. No one sues the weatherman and no one should sue the exchanges. Erroneous orders get entered and correcting orders get entered - so be it. I can handle that.
