That's because New York did not continue slave institutions until 1965 (isn't that the date on which blacks were finally "allowed" to vote in the South?). We also don't fly the Stars and Bars over our capital, so the nostalgia for the slave era that you see elsewhere just isn't present here. By the way, there are millions of black New Yorkers and I am sure that very few of them would need an explanation of what slavery is and was.
