that is correct. however, as i have repeatedly pointed out here, mainland China continues to be in trouble economically. at the same time, the communist leadership has two major goals: a) to retain power, and b) to keep China from disintegrating, and preferably bring all 'lost' territories back into the fold.
this is a potentially explosive combination...it is well known that China's state industries as well as its banking system are in tatters. this could lead to a deepening of the economic crisis, and authoritarian governments have essentially two ways of dealing with potential social upheaval: a) suppress it, b) divert everybody's attention by means of a war.
that's the danger...of course there are also the reformist forces in China that will do everything to avert such an outcome. but the regime has repeatedly shown its willingness to resort to harsh measures whenever it feels threatened.
