I get the impression that copper isn't really necessary at 0.18u, but absolutely required at 0.13u. Of course, the arguments are that since IBM, Motorola, and AMD are implementing it earlier than Intel, they'll have an easier time with the 0.18u to 0.13u transition. My impression is that it doesn't work that way, that most of the lessons learned implementing copper in 0.18u aren't transferrable to copper in 0.13u.

But this is way out of my league, so my guess is as good as yours.
