A "Plug-Fest" is an engineering meeting, not a management meeting. Some dumb journalist has added 2 and 2 and made 5.

Intel has arranged to get lots of prototype machines from various OEMs together in one building, and is inviting all the DRAM/RIMM manufacturers to walk round with their production or prototype RIMMs, and prove compatibility and interoperability of the different combinations.

Engineers from Rambus and Intel will be available with state of the art test equipment to diagnose any problems found.

This has nothing to do with RDRAM production planning. I am sure Intel is having those discussions 1 on 1 with the different manufacturers on a regular basis.
