It's really a very simple equation. The more warning people have that a raid is coming, the more likely they are to resist. If they suddenly find themselves with guns in their faces, they are not likely to resist. When people resist, people get hurt. It is generally considered better to intimidate people than it is to hurt them, if they insist on placing themselves in a position where one or the other is necessary.
