For GPRS that is indeed true. However EDGE uses a more efficient modulation scheme to get more bits into the same spectrum. The trade off is that they require a higher S/N and that is problematic when it is other users who are your noise - if they all boost their power no one benefits. Of course CDMA doesn't get a free ride here. HDR also uses a more efficient modulation scheme which require higher S/N which in practice means that the highest data rates will be rarely seen (CDMA-2000 uses a more efficient modulation scheme, but one which to first order doesn't require a higher S/N ratio. But it should be noted that that is a one time, not repeatable, event.).

PS Just because CDMA spreads everything out and doesn't have obvious discrete timeslots doesn't mean it can't run into related barriers. The barriers are softer but there is still a wall out there.
