I suspect we may have to track market prices hundreds of years to come close to answering those questions. There has been lots of discussion on this thread and others about the random nature of markets (which means by definition that spurts are going to be unpredictable). Personally, I don't think they are random, but they are darn close to it. In any case it's not necessary to be able to predict exact turn points. Recognizing them as they are happening still gives excess profit opportunities. Volatility itself does show some clustering. See
