WINSTAR Awarded Eighth Government Contract
Shares $60 Million Contract for Minneapolis/St. Paul
NEW YORK--(BUSINESS WIRE)--June 1, 2000 --WINSTAR COMMUNICATIONS, INC. (NASDAQ: WCII - news) today announced that it has been awarded a Metropolitan Area Acquisition (MAA) award from the General Services Administration's (GSA) Federal Technology Service (FTS) for the cities and surrounding metropolitan area of Minneapolis and St. Paul, MN. Winstar and US West are the two awardees for this contract, which has a potential value of $60 million over eight years.

Under the four-year contract, which includes four additional one-year options, Winstar will provide data and local switched voice services, as well as dedicated transmission services, to government users in Minneapolis and St. Paul, MN. The MAA contract also allows Winstar the opportunity to offer new technologies and services as they become commercially available, which ensures that government users can exploit the same technology enhancements and cost savings as the private sector. Eligible users include federal agencies, federal contractors and certain federally supported universities and laboratories, among others.

Minneapolis/St. Paul becomes the eighth federal contract awarded to Winstar under the MAA program. In the past three months, Winstar has secured MAA contracts to serve the Cincinnati, OH; Los Angeles, CA; Baltimore, MD; Atlanta, GA; Miami, FL; St. Louis, MO and Indianapolis, IN, metropolitan areas. The combined potential value of the eight awards is more than $1.7 billion over the eight-year span of the program. All previous awards had been made to incumbent local exchange carriers or AT&T.
