The 2 releases are not exactly contradictory.

Both releases are consistent with the network migration plan called "Evolution to 3G : Financial and Technical Perspectives" that SK Telecom presented March 29, 2000, in Bangkok, Thailand:

In that presentation Slide 16 addresses "IMT-MC to build upon IS-2000 network" and "DS-41 system to bridge existing CDMA technology with IMT-DS (enhanced global roaming)", and slide 17 addresses Deploying IS-2000 network capable of supporting IMT-MC/DS.

Pretty Cool!

Dr. Lee of Vodafone addressed this convergence using an NNI and Hooks & Extensions in his CDG Digevent presentation.

When I first saw this presentation, this is what went through my mind.

Let us suppose that the EU follows through on it's pending mandate to ETSI asking it to standardize all technologies the ITU has accepted for the 3G market (which includes IMT-MC). Then let us suppose that 3GPP2 rolls into 3GPP.

Would it not then be possible that as GSM operators evolve UMTS networks, that this same network architecture (combining DS & MC) could be employed?

If this scenario unfolded "best available technology" could be deployed by all. A paradigm shift.

It would seem to me that this approach would work for Vodafone.
