dale...."confusion".....perhaps because the two statements you reference are unrelated?

fact...the usa has a very poor export record, due to the fact that the home market has such a large consumer base.
example: it took many years for a us auto manufacturer to produce right hand drive vehicles for export to japan. conversely all foreign auto makers complied with epa/dot standards to sell into a regulated usa market

"absence of rule of law"......i'm a bit confused now, whose "rule of law" is absent, ours or theirs????

much technology, has been transferred, in some cases illegally, in a not for profit basis to the prc....

economic collapse of the ussr was solely due to the fact that under the socialist state they had no real economy other then military related....hard to dine on military salvage from afghanistan....
