Neighborhoods take on a human scale, if people are interested.
I agree, but the New York neighborhoods have had 100 years to adapt to the urban environment. In the south, at least around my parts, 3 out of 4 people arrived in the city from far away within the last decade. There is not a sense of shared history, culture, food preference, or common rules for stickball.
