Or that's not the only group inside Intel that develops chipsets....

I doubt that. I think there is enough common components / challenges that there would have to be plenty of internal communications between the groups that Luis Burns would have to know about it.

Intel supposedly licensed Willamette bus to ServerWorks, to there will be a DDR chipset for Foster, even if Intel slips, but as far as I know, Intel did not license Willamette bus to anybody else, so Via (or Sis, Ali) won't be there to bail out the Microproce$$or group from the mistakes of the chipset group.
