Community rating rules have driven up the number of uninsured in a number of states. In fact, Hillary bashed the 25 year olds for dropping individual coverage when their insurance more than doubled to subsidize the elderly. Yet, where was the bashing for the elderly who protested against and got rescinded the Medicare premium increases in 1991? There are different spending priorities, such as saving for a first house, extending your education, medical, child care, etc. at different life stages. It would make no more sense for a 25 year old to pay $ 8000 for health insurance than for a 65 year old to pay extra taxes so that the 25 year old could put $ 2000 in his IRA.
