1. they are relatively unpredictable.
2. Congress/President handles these with allocations. Tax breaks.
3. FED can deal with these in so far as they slow down the economy. Most of the time they are short term blips.
4. Now if an asteroid hit the earth, I'd imagine they would really lower rates. <G>
