QCOM, Ericsson and Telit all use the G* CDMA air interface. However, QCOM phones obey IS41 call setup and signaling procedures whereas the other two follow the GSM specs on call setup even though the satellite air interface is CDMA in all cases

If a QCOM phone had Avezzano as its home gateway, then the outgoing switch would have to be IS-41, not GSM as it is now. That in turn would not be allowable by the european regulatory bodies and it really would not make sense from a terrestrial roaming point of view.
