Zeev,

Regardless of the intent of the law, the fact is that most design related patents in the semiconductor industry are fairly trivial.

I frequently have to be coaxed by the legal department to file disclosures, because the stuff they are looking for is generally too boring to strike my fancy as worthwhile IP. Nevertheless, the lawyers are almost always correct.

Hello Zeev:
Are you certain this statement is correct? As a counter-example, consider the simple concept of a nasal strip. I am looking at a box and it has a patent, yet it is a product for which it would be obvious to a respiratory therapist that the intake of air will be increased by pulling open the nasal passages.
