*** OT ** James in the early eighties, they had several programs in place such as solar, wind and shelloil programs, further there were tax discounts for building energy efficient buildings.

I am familiar with many projects who were conserving energy and got yanked only because the government changed the rules by the mid eighties wen oil dropped to around $10.

Some examples included public buildings parking lots covering winter snow storage room used for cooling during summer. Economically it made a lot of sense at energy prices above $20 ........ or windows glass coated against IR energy and the list goes on.

I myself lost money as a result as one of my own energy conversion project was not price efficient at $10 oil but would be above $20.

Unfortunate they not only stopped encouraging those projects but stopped giving them tax breaks. The inconsistency killed the prospects.
