Generally I think cultural norms on fairness get set by the majority- they are usually enforced by the majority, or else by whoever has the most force (It is FAIR because I say it is fair, and because I have the machine gun and you don't....).

But any "society" sets it's norms- and societies can be whatever you define them to be- after all in the US there is the greater total American society, there are the smaller ethnic societies, there are societies based on politics, religion etc- and some of these sets share areas of overlap, and on and on and on.
