If they had in mind the ability to configure
the access time, there would be no need to send
the control information every time.

"Control on-fly" is not the same as "configure
and don't care anymore". The "invention" 755
is not well thought, apparently. It is stupid
to send the same information over and over
again.

I am not sure what you are saying grammatically,
but if you think that a register is implied in
the claim 23, you think wrong. The control info
may preset some latency counter on fly, and
when it counts down and expires, it does not
hold original information any more. The requirement
of claim 23 to sent the access information
every time is a strong evidence that they did not
invented a permanent "configuration register"
but rather thought of a counter as I described
above.
