Intransigence

under what circumstances would you be intransigent? Gun control advocates are intransigent to reason also. They seek to control not criminals, but ordinary citizens expressing their Constitutional rights. But of course they mean well, so why blame them for trying anything.

Perhaps Constitutional guarantees work well and your "fear" of the "fundies" was misplaced. Be reasonable, give them the vouchers and they will go somewhere and not bother you.
Or is government monopoly of education "reasonable"?

problems of inequity

Is this a reference to an occurrence at birth or are we guaranteeing some constant balance. You are simply trading safety for liberty and it hasn't worked before. Utopia. One would never guess it's a town in Texas, ...or that it had 5 churches..probably "all" fundies.
