Standard political posturing using executive orders. Not all assets, just assets related to one program: "Government of the Russian Federation assets directly related to the implementation of the HEU Agreements" The HEU Agreements provide for the conversion of approximately 500 metric tons of highly enriched uranium contained in Russian nuclear weapons into low-enriched uranium for use as fuel in commercial nuclear reactors.

Nothing in the news story says that, the closest quote is: "There are lots of ideas floating around Capitol Hill - suspending the federal gas tax, releasing oil from the Strategic Petroleum Reserve and passing legislation to let Americans sue the Organization of Petroleum Exporting Countries - but none has gained significant backing."
