I would guess that some people got wind of a pending NR and started to buy. Once PVO saw the price movement, they asked for a halt instead of waiting for the exchange to call and / or halt the stock.

Well Ogi,

I think that they halt the stock and then write the NR. May be this is one very extensive and complicated NR <g> ?
