While there's no reason to insult him, it's a bit surprising he couldn't get a better price. The only time someone would need to pay near full retail for Windows 98 is if they have a non-Windows machine that they are trying to upgrade to Windows.

If they have a Windows machine, then they should be buying the Windows upgrade (somewhere around $99). If they buy a machine with Windows pre-installed, the price is lower. Even if they do buy a full version, they can usually find a much better price than 5% off suggested list.
