Europe is closed to competing standards, 1xHDR isn't available yet, and they are hearing promises of the great Sasquash technology; WCDMA. They have no choice but to meet demand. Nobody is suggesting they overlay IS-95a/b on their GSM networks. There are no alternatives for the GSM carriers right now. They have no choice but to build those networks.
