The patent is basically for processors which use two instruction sets, and the examples include something which is VLIW -like. This patent could be related to sledgehammer.

Nothing fancy here. Most x86 CPU's have dual instruction sets (X86 and the native RISC-like instructions.) Athlon partially predecodes some instruction bits on their way into the cache, and creates a "longer instruction word".

I don't see any reason to think this is a new technology for Sledgehammer.
