Korea's apparant decision to emphasize DS CDMA for new spectrum appears to be greatly influenced my China's decision to defer its decision on whether to use MC CDMA. China's hesitation is due to 1) the embassy attack, 2)95A&B being superceeded by 1X MC, 3) QCOM not effectively involving China's manufacturers in CDMA R&D before this spring. Of course, KOrea already knew that the US allowed Europe to mandate that no MC CDMA would be allowed in Europe. They see two Japanese carriers out of three picking DS CDMA. Korea correctly hopes to continue to export telecom equipment in the Asian market. Thus they must hedge in order to be able to export either type of equipment depending primarily on what China decides. I think Korean equipment sales would be more effective in the US and in Asia than in Europe.

This reading of the facts means that many countries and companies will not know what their most advantageous business decision is until China comes to some clear decison. By delaying its decision, China has put itself in the position of being nearly last to decide as well as representing the largest share of the Asian market. Chearly this outcome gives China a very large negotiating power advantage over QCOM. Also, Korea will want to receive equal or better concessions to those QCOM gives to China.
