This does not indicate what you have stated as being correct as i interpret it but, I have not seen how the agreements are written.

The following is taken from the text of MSD press release

"the monetary consideration to be paid by Hitachi will
contribute to MOSAID’s objective of delivering consistent quarterly earnings growth."

It would appear the licencing fees are ongoing.
