I think that Tom Eames who used to post here could shed some light on these matters for you. Tom was (or still is?) a senior officer of Next Level Communications (NXTV). At about the time that Tom stopped posting here in the LMT, NXTV (which was on-again, off-again in their relationship with GI) was in the process of implementing VDSL delivery platforms in Boston, and then in the NY Area. These have always been very vague developments from where I sit. These deals were first cut with NYNEX prior to their inclusion in the BEL merger.

If anyone can shed some light on how far the Boston and NY platforms got, I'd appreciate reading about it. Some very well placed individuals have told me in the past that these platforms (or at least the rudiments of them including fiber reaches out to residential neighborhoods) were actually installed and now lie waiting for someone to pull the trigger, contingent on regulatory matters.
