Clearly you are being too myopic in your use of the word. What about an unknown felon, rather than an accused felon? If a person is raped, is not her assailant a rapist, whether he is caught or not?

Why do police sometimes announce they are looking for a rapist, or a bank robber, or a murderer?

We are debating the meaning of words. Words are merely symbols and have meaning ascribed to them by humans. Humans are imperfect sorts and often disagree about the meanings and usages of words, etc. For any other human to insist that only one meaning may be attributed to a word such as "felon" or just about any other word and that words may not have different meanings in different contexts or in different settings is simply to ignore reality. To continue to insist after a rational explanation of a differing opinion that yours is the only correct opinion concerning such usage, is simply ridiculous and the kind of behavior only a fool engages in.
