Kash, yes the reality differs from the theory. The russians are just now finding they have excellent laws on the books fro the Commie years. they were just never used as the topdogs just told people what to do. Same with all the other religious groups. Once they have power, they get corrupted. True, most past societes flourished and then waned. lack of sunset laws I epxect. In time the laws got so cumbersome that they sapped their vitality and down they went. Wars among thems elves, the ottoman empire etc had a lot to do with arab science eroding. Bill
