I think the term "subscribers" does refer to the total population in the particular area or country that could potentially subscribe to the service--i.e., the number of people, not the number of phones. That is what is meant by the term "pop." I believe when they say subscribers, they are really referring to pop. No matter how you calculate, however, the potential for CDMA is huge.
