John,
I initially misinterpreted your post as Steve Ballmer saying that sales have been underwhelming. Here's a snippet from the Reuters article that provides a little more context:

He also dismissed a report in the Wall Street Journal on Wednesday that said some analysts were suggesting early sales of the company's Windows 2000 operating system, launched in February, were ``underwhelming.''

``You know, we've sold over three million copies and I think we're pretty happy with where we are. We can always do better but we're pretty happy,'' Ballmer said.
