Clearly the system is predicated on an economic model of moderate growth. While I wouldn't worry about investment drying up (increased savings and no cap gains tax), I do worry about a spiral of decreased consumption. Of course, what's to say the environment will be any different from today's?

Is it regressive? Of course it is. I've heard proposals to exempt some fixed amount through vouchers of some sort, but that is a detail not worthy of the concept discussion we were having. Perhaps that's covered on Terry's site.
