The evidence to date says otherwise. Rambus had no trouble filing an ITC action against Hitachi. Hitachi threw in the towel and paid. Toshiba made their agreement without a litigation. Hence, it appears that many of the companies will license without a fight and a few will fight and lose.
If a few companies have their imports to the US blocked the others can pick up the business.

In hindsight, it should have been obvious that the japanese will settle. Japanese executives in general have a mindset that the odds are stacked against them in any US court of law. Even if division heads wanted to fight out the merits of the case, the high level leaders will likely fold.
