Gus, I didn't read the 25.304 spec. So I can only talk about the soft handoff I know of.

1) In SH UE doesn't measure traffic channel, it also measure the pilot channel strength.

2) Based on some threshholds, UE will send out pilot strength measurement message(PSMM) to the basestation. And the basestation will decide whether the UE should listen to some other BTS or not.

3) As the UE moving on, the power of old BTS will fade away and when it drops below certain threshhold it will send out PSMM again to BS, which in turn may ask UE to terminate the older connection.

The scenario applies to multiple BTS.
