The answer is quite easy. Here's a hint: Think historical modes of travel.

Why did Ontario used to be called Upper Canada, and Quebec lower Canada? The reason is quite simple. The only way to get anywhere in the 1600-1700's was by canoe. You went down stream travelling from York (Toronto) to the East Coast, hence 'going down east'.

Simple.

Comes from days of sailing vessels.

Prevailing winds are from west to east. So when you go from New England to the maritimes, you're going downwind and eastward. Down east.

In those days, wind was far more important than maps.
