You need to look at the actual SAR's (in table for 0.25W antenna power) NOT the scaled 0.6W power column because GSM phones emit a maximum pulse power of 2 W but with an 8:1 duty cycle so that the average power is only 0.25 W.

In fact, up to 80% of the transmitted power can be absorbed by the user's head, which means that their brain cells are being “hit” by these radiation pulses two hundred and seventeen times every second. In addition, GSM digital phones and the new DECT cordless phones also both put high levels (several microtesla) of low frequency magnetic fields into the user’s head. Smart antenna system

The SpotLight 2000 dual-mode smart antenna system is for CDMA and analog
networks. It works with an operator's existing base station to increase CDMA
and analog capacity. The system integrates a multibeam antenna array,
spectrum management software and hardware, a load-sharing suite of
multicarrier CDMA/AMPS power amplifiers and a PC-based configuration tool. A
sector synthesis feature lets operators remotely adjust CDMA sector
configurations--including sector beamwidth and azimuth--using a software
interface. SpotLight 2000 allows operators to configure different CDMA and
