Plus think of the environmental impact statement on the project. I'd take an entire forest to produce the paper to print it. Which would be fortunate because you would have to cut down that forest anyway to provide land for the new farmers.

A new Homestead Act requires willing and competent homesteaders.

I'm not so sure they would be "unwilling masses" if you exempted the "new territories" from any form of tax.
