This is pure speculation on my part but with the smaller die size offered by the process shrink, Intel could expand the L2 or even the L1 and still have a very cost effective die size.

Agreed on L2, but it seems to me that messing with L1 is something Intel has avoided for a very long time. I think it is unlikely that Intel would undertake such a radical step in the last iteration of P6 core.
