The proposed rule does nothing. That article itself says that 75% of broker orders are matched internally. What do they need a quarterly report for. The issue to me is who gets filled first within a level where everybody is at the same price. Obviously from a fairness standpoint it should be whoever was there first. I stand in lines all the time and nobody tolerates somebody butting in front of them. Same thing should go for the markets. The SEC has no BALLS to put an end to line butting.
