Bush relied on the advice and counsel of his advisors,
Unfortunately, Junior-George does more than rely on advice, he just adopts suggestions without understanding the advice, the alternatives, and the implications. This has caused him to push some poor policies in Texas such as his recent budget fiasco (despite the frenzied attempts by the comptroller to hide the scale of the deficit).
