ECHO in .BAT files ...

The ECHO command tells your system to display the command before processing it: It does not effect the output as the command executes. Often, this command is used to reduce displayed text so that the important stuff doesn't get lost in a see of redundant junk.

The @ECHO tells your system to surpress displaying the ECHO OFF command itself. Many people use this when they don't want ANY commands displayed.

You are correct that the REM (remarks) do not execute, but guide (human) readers through the logic of the .BAT file. Many people insert REM before unwanted commands instead of removing them. This gives them the option of easily re-instating commands they discover they really need after all.

Yes, ECHO ON will cause each command to be displayed. However, since most commands are REM, displaying is all that will happen.

P.S. Another thing about .BAT files: They parse re-direction early, so be careful using < and > because they can introduce some results that are difficult to trace.
