I've always seen lotteries as a social tax on bad math education and general desperation. But, they raise money for legitimate purposes as well, so there is a redeeming quality to them.

Indeed, their "story stocks" further enhanced by armies of crooked accountants dreaming up the most incredible schemes of "tax evasion" duping your "average joe" off their $$$, (and proudly boasting about it). The fools are willing to take such enormous risks, simply because they are unwilling to go for a safer, less aggressive but legal route of "tax avoidance" plans instead.

Perhaps this whole idea of the bb fleas is a secret plan by the government to keep hypperlactant "investors" busy, so as to stop them from committing even stupider things that could interfere with more serious businesses.

Besides, trial attorneys, crooked accountants and secretaries need the jobs, they are all funded by the $$$ of your.... oh well, "average joe"... LOL

The exchanges could be cleaned up overnight by grouping companies according to earnings. 1) company with earnings 2) companies with prospect of earnings 3) companies with little prospect of earnings.

A qualifier on the front of the certificate would help, such as "Purchasing this security is akin to buying a lottery ticket"

The reason it can't happen is it would offend the accountants and lawyers who make their living legitimizing penny shell companies.
