Texas does lead the way in carrying out the death sentence.
I think I read that Texas leads in spending on prisons, don't get much return on that investment. I think the prison system should be broken into two parts. One part mental hostpital/drug treatment and the other part to just keep some of the people out of the way. The death penalty part is much more expensive, prone to mistakes that cannot be corrected, and seems to offer little deterent (or we wouldn't have an increasing number on death row all the time).

The Texas prisons used to try to cover their cost by housing prisoners from other states. Then a year or two ago the had the guards provoke a riot in one prison so they could make a training video. They were stupid enough to film the before scene (prisoners quietly if glumly eating their dinner) and the during scene ( dog bites and pepper spray) and the final scene (The discussion of which moves were most effective at terrorizing the bewildered prisoners). Now the other states pulled their prisoners back home (which is one reason Tx is running a deficit to pay for the empty rooms and the lawsuits).

Texas ranks number two in population, but # 17 in violent crime

Sounds to me like their death penalty must have some deterrent effect, no?
