If the funds for education did not have to go through federal hands,
In Texas, as I have written, the funds don't go through federal hands. They go straight from the school district to the state and for the most part back again to the school district. Federal grants are a very minor aspect.

My sister as a teacher is a member of a union TSTA, not the NEA. As far as I know most Texas teachers are in this union.
